In accordance with BSNL, New Delhi letter cited under reference, the competitive examination for recruitment to the cadre of Junior Telecom officer against 35% and 15% quota of vacancies for departmental officials for the year 2000 to 2012 will be conducted on 02-06-2013. The exam will be conducted as per the JTO Recruitment Rules of 2001 circulated vide BSNL Hqrs. Letter No.5-9/2001/Per.IV dated 10-10-2001 as amended vide BSNL CO.Pers Branch memo No.5-9/2009-Pers. IV dated 8.5.2009 & 5-28/2009-Pers IV dated 12.10.2009 and the revised scheme and syllabus issued vide BSNL Hqrs. Lr.No.5-11/2009-Pers IV dated 01-11-2011, circulated vide this (O) letter No.RET/73-10/2011/40 dated 14-11-2011
1) 35% by promotion through LICE from amongst following Group ”C” employees, below 50 years of age as on the date of examination ie. on 02.06.2013 of the Engineering wing namely:
Phone Inspectors/Auto Exchange Assistants/Wireless Operators/Transmission Assistants/Telecom Technical Assistants/Senior Telecom office Assistants and possessing the following essential qualifications and experience:-
A) i) BE/B.Tech. Or equivalent Engineering Degree in any of the discipline Viz. Telecommunications/Electronics/Electrical/Radio/Computer/Information Technology
B.Sc with Physics and Mathematics
3 years Diploma in Telecommunications/Electronics/Electrical/Radio/ Computer and
B) ii) 7 years regular Service in post in Group ”C”
II) 15% by promotion through LICE from amongst the following Group ”C” employees of Telecom
i) Working in Telecom Engineering Branch including O/o the CGM Telecom Circle/District
other than plumbers/Sanitary Inspectors /Conservancy
ii) Working in Telecommunication factory, other than those borne on industrial
iii) Borne on the regular Establishment and working as Accounts Clerk in the accounts
Wing under Telecommunication Circles
iv) Borne on the regular Establishment and working as Works Clerks Grade I & II, work
Assistants, Draughtsman, Junior Architects and Electricians in the Civil Wing under
Telecom Circles and possessing the following Educational qualifications, namely
· 3 years Diploma in Telecom/electronics/Electrical/radio/Computer Engg. and
· 7 years service in post in Group “C”
Note: The employees eligible to take up competitive examination under 35% LICE
Quota shall not be eligible for appearing at the competitive examination
under 15% LICE quota.

As per BSNL order No.5-11/2009-Pers.IV dated 01.11.2011, the minimum qualifying marks in the examination will be 30% in each part and 37% in aggregate for OC category candidates and 23% in each part and 30% in aggregate for SC/ST candidates. There would be negative marking for each wrong answer. 25% of the mark of that question would be deducted.
Examination paper will be OMR(Optical Mark Reader) answer sheet based. Each question will have four options for answer. Only one answer which is the most appropriate has to be selected by the candidate.
Vacancy details are enclosed in the Annexure “A”. The unfilled vacancies in any vacancy year will be carried forward to the subsequent year as per extant rules.
The eligible candidates should submit their applications in the prescribed format as enclosed. The last date for receipt of application from the candidates in the respective SSA/units is fixed as 16/03/2013 and no application should be entertained by the SSAs after this date. All the applications received at the respective SSA/Units should be forwarded to this office positively on or before 25/03/2013 with the recommendations of the AGM(Admn)/HR, only after verification of the entries in the application with the Service Books.
Applications forwarded without the recommendation of the AGM(Admn/HR) / DE(Admn) of Division/SSA will not be entertained. The candidature of the candidates whose applications are found to be incomplete or inaccurate or not in the prescribed format are liable for rejection.
Officials working in the Circle office should submit their applications to AGM(Staff) by 16/03/2013 and the same should be forwarded to Recruitment Section positively on or before 25/03/2013 after verification of the entries in the application.
The candidates will have the option to answer the question in Hindi or in English only. The answering of questions partly in Hindi and partly in English will NOT be permissible.
