notional loan waiver matter of BSNL

NEW DELHI: The Union Cabinet is likely to a take call on waiver of notional loan on BSNL estimated to be around Rs 7,500 crore in its next meeting on February 28.


"Cabinet may take up notional loan waiver matter of BSNL on February 28. With interest and other charges, it is estimated to be around Rs 7,500 crore," a source told PTI. 

Since the time of corporatisation of BSNL in October 2000, a 15-year notional loan has been showing in the financial books of loss making state- .. 

The loan is being discharged at the rate of 14.5 per cent and penal interest of 2.75 per cent over and above normal rate interest rate. 

An amount of about Rs 983 crore as principal remains outstanding against BSNL on which the interest is charged by government. 

BSNL has been logging losses since 2009-10. The company's profits had started declining after 2004-05, when it had made net gains of Rs 10,183 crore. 

The public sector firm had posted a loss of about Rs 7,784 cr .. crore in financial year 2012-13. 

Government has constituted Group of Ministers, headed by P Chidambaram, to revive loss making telecom firms BSNL and MTNL. The proposal of notional loan waiver is part of various recommendations made by the GoM to Cabinet for BSNL.

NFTE எழுப்பியுள்ள பிரச்சினைகள் 

சென்ற JCM கூட்டத்தில் NFTE  சார்பாக 
17 பிரச்சினைகள் கொடுக்கப்பட்டன. 
ஆனால் 10 பிரச்சினைகள் மட்டுமே நிர்வாகத்தால் அனுமதிக்கப்பட்டது.  JCM  கூட்டத்தில் நாம் எழுப்பிய எதிர்ப்பின் காரணமாக மிச்சம் உள்ள 7 பிரச்சினைகளும் எதிர்வரும் 
JCM கூட்டத்தில் விவாதிக்கப்படும் என ஒப்புக்கொள்ளப்படடுள்ளது. 
அத்துடன் 3 புதிய பிரச்சினைகளையும் சேர்க்க கோரி ஊழியர் தரப்புச்செயலருக்கு நமது பொதுச்செயலர் கடிதம் அளித்துள்ளார்.

நாம் எழுப்பியுள்ள பிரச்சினைகள் 
  • JTO பதவியில் OFFICIATING செய்யும் தோழர்களின் பதவி  நிரந்தரம்.
  • SC/ST  காலியிடங்களை நிரப்புதல் 
  • JAO/JTO தேர்வு முறைகளை எளிமைப்படுத்துதல்.
  • MANAGEMENT TRAINEE தேர்வுக்கு ஊழியர்களை அனுமதித்தல்.
  •  TSM ஆகப்பணிபுரிபவர்களை நிரந்தரப்படுத்துதல். 
  • JAO/JTO ஆளெடுப்பு விதிகளில் திருத்தங்கள் மேற்கொள்ளுதல்.
  • பயிற்சிக்கால உதவித்தொகையை STIPEND உயர்த்துதல்.
  • மகளிருக்கு கூடுதலாக 12  சிறுவிடுப்பு வழங்குதல்..
  • ஒழுங்கு நடவடிக்கைகளை DISC.CASES விரைந்து முடித்தல்.
  • 01/10/2000ல் நிரந்தரம் ஆன TSM தோழர்களுக்கு BSNL ஏற்பு உத்திரவு வழங்குதல்.

Meeting held with Director (HR)

Meeting held with Director (HR) on 24th February:- The President and GS held
meeting with the Director (HR) on 24th instant. The issues discussed are as below.
(i) Wage loss of post 2007 appointees:- it was pointed out that the present proposal will not mitigate the hardships and sufferings of employees due to wage loss. Realistic approach is needed to offset the wage loss caused due to wage revision. The settlement be with the arrears. Director(HR) responded in a positively way.

 (ii) Superannuation benefits for D/R staff:- The union pointed out the offer of 2% contribution is too meager and stressed for early settlement.Director(HR) replied that another committee headed by Mrs. Geeta Rao,ED(F) has been formed to review the matter.

 (iii) Stagnation of RMs and Group ‘D’ employees:- Director(HR) told that the issue is very difficult. He was told by the union leaders that it is duty of the management to find out method to remove the frustrations on account of stagnation.

 (iv) Functioning of circle/Local councils:- Union pointed out that the councils are not functioning and staff grievances are not being redressed. Demonstrations and Dharna take place as management in the field are not alive to the grievances.

 (v) Victimisation of employees at Chennai TD:- The circle administration has become vindictive towards NFTE and not meeting the circle union leaders. The innocent staff are being victimized. The BSNL. HQR should consider all
aspects to maintain industrial peace.The Director(HR) patiently heard the views expressed by the unionleaders.
